Seems very strange they'd share this information with airlines, but keep it secret from the embassies.

The latter being the actual arms of the government issuing the visas.

Exactly. The amnesty was extended until after the day you got a new visa

Ok so you shouldnt have to pay, then - because you were on amnesty, then after the amnesty ended you were on a visa.

The amnesty was extended until the end of October.

After that, they were issuing 60-day "Unable to travel due to Covid" extensions - but only to people who came to immigration to apply.

If you didn't get one of said extensions then yes, you will have to pay overstay for any days beyond Octobers end.
