I applied for my Thai Pass b4 booking my flight. There was only 1 route I could realistically take, so I just put that flight number & they obviously didn't check that I'd booked yet. My TP took exactly 7 days: then I booked my flight. A qr code on your vax cert seems to speed it up (mine didn't have one).

The ambiguity was that I could have entered UK as my "Permanent Residency / Current Location" are 2 different things. Also wasn't sure if a Tourist Visa is considered a "residence visa" as I'm presumably still considered a visitor not a resident. Anyway, thanks for your clarifications. I've just tried that. The full list is better but it's not per 100,000 population. If I want to compare provinces to each other (or other countries) I've got to get my calculator out. Thanks for the suggestion though.
