TLDR : Answer Summary
Obtaining an address certificate in Bangkok on a tourist visa is generally not possible. Immigration offices in Bangkok require individuals to have completed their first 90-day reporting, which tourist visa holders do not do. Some users suggest getting a letter from the hotel where you are staying to use at immigration; however, this advice may not be applicable in Bangkok, where stricter rules are enforced. Engaging the services of a local agent or lawyer may be advised for assistance in navigating these requirements.

Try this as it has always worked for me & ppl I’ve taken to get one
Certificate of residence, ask the hotel where you are staying to do a letter for you, the letter needs your full name, date of birth, passport number, country of Origin/ passport, stating you are residing at the hotel & hotel address and contact number, take this letter to immigration and tell them you want to get a driver’s licence or bank account, They will supply you a letter in Thai writing & on that letter it will state it is for a Thai licence or bank account depending on what you tell them it’s for & will expire 30 days after date of issue, immigration office”s operate differently in different areas and depending on who serves you, if it doesn’t work in Bangkok, try another part of Thailand.
When I was living in Bangkok 2020 it was impossible to get a residence cert, from immigration, without doing 90 day reports.
To get on a tambien bahn, you will need a residence cert from immigration, (in Kanchanaburi you also need a translated and notarised, birth certificate). So that's not going to work either.
In the end I used the services of an agent in Pattaya, for residence certs etc...
You have to be on a tambien then you go to your local district office and submit the paperwork it must be translated into Thai, pay the fee ฿100 or so then you’re registered….times vary….good luck
Even if married, you never will be listed in blue house book (called "tabian baan" by the way ทะเบียนบ้าน). Instead you will be listed in the yellow house book only.
not entirely true. I think you have to be married to the book holder before you can get in the blue book. If you're not married to a Thai then you don't go in any book unless you get a yellow book for owning a condo
basically the home owner has to have you as a resident on their tambien bahn (blue book) with that you go to your local district office then after all the paperwork is completed you get the yellow book and the pink ID card…I did mine without a 90 day report
You cannot. It is impossible. The immigration office in Bangkok will only issue you a residence certificate after you've done your first 90 day report. As you do not do any 90 day report on a tourist visa, you cannot get a residence certificate.
Every province has their own local immigration office rules. In Chiang Mai you just need a TM30 and you can get a residence certificate regardless of what visa you have.
Every province in Thailand has their own immigration office with their own rules. Yes it's possible in Phuket, it's possible in Chiang Mai, probably possible in Pattaya. But it is not possible in Bangkok.
