TLDR : Answer Summary
Obtaining a residence certificate on a 30-day tourist visa depends on the immigration office, as some may allow it while others do not. Additionally, the purpose for needing the certificate is important; for instance, a long-term visa may be required for certain official processes like getting a driving license.
Why you want one may also be relevant. For a driving license I had to show a long term visa so the residence certificate would have been no good to me.
Ah ok thanks. I had a Bangkok Bank account but they closed it because I hadn't used it for a few years. They told me to get the certificate but maybe I'll try another bank.
you should be able to open a bank account without a residence certificate. You might need to try a few but I found it straightforward, best to take a Thai along with you to vouch for you and if they use the same bank even better. If they're insisting on a residence certificate you might have to ask your embassy for one.
