TLDR : Answer Summary
Obtaining a certificate of residence in Bangkok is not feasible for individuals on a visa exemption or tourist visa. A long-term visa that requires 90-day reporting is necessary, and at least one 90-day report needs to be filed. While some users suggest that agents may help acquire the certificate without meeting requirements, the official stance remains stringent. Alternative methods may be available in other locations such as Chiang Mai.

You pay the price you can get it what's it worth to you
and his agency F.S. Consulting in Pattaya. He can get you both motorcycle and car drivers license on any visa, even on a tourist visa. With a visa exemption is is only a little bit more difficult but can be done

Check with some agents, they can potential get one without meeting the actual requirements.

No, it's impossible in Bangkok. You must be on a long term visa that requires 90 day reporting and have already filed at least 1 90-day report in order to get a residence certificate in Bangkok.
I did mine in Chiang Mai since they didn't have such requirements.
department of land transportation. Where you apply for a drivers license. You can't show up at a DLT in Bangkok with a ChiangMai residence certificate.
you'll want to set an appointment with the DLT first or you'll end up being in Chiang Mai for a while. But at immigration in Chiang Mai you just need a TM30 and 500 baht for "express service" and you can pick up your residence certificate the next day. You should be able to find some information by googling it.
But if you roll up to the DLT without an appointment they'll check all your documents and then hand them back to you with an appointment like 2-3 weeks away.
