If you want to do a 1 year extension at the end of rhe 60 day extension make sure you have the required 400k Baht in a Thai bank account before you get the 60 day extension. Money must be in account for 2 months before you apply for the 1 year extension. Of course if the boaders are open before the 60 day extension runs out (not sure this is likely) then you can bounce and continue to use your visa. But best to be prepared
1. Get your marriage certificate translated into Thai by a recognized translation company. They need to stamp and certify that is a correct translation.
2. Get your embassy to notarize the form as Todd described saying that the marriage certificate is real.
3. Go to the Thai MFA with all these documents and copies so they can stamp the documents as legal to use in Thailand.
4. Go to your local amphur to register the marriage and request the KR22.
Note if you plan on applying for a 1 year extension of stay later make sure you transfer the 400K Baht into you bank account before applying for the 60 day extension. The money needs to be in you account for more than 2 months when you apply for the yearly extension.

You need to contact the Thai Embassy in Indonesia and ask how to apply for permission to enter Thailand. There are many requirements which you can find by searching is some of the FB groups focusing on foreigners stranded outside Thailand. However every embassy has a slightly different process so you need to talk to them.
If you were married outside of Thailand then you need a "recent: Kor Ror 22 as well. What recent means depends on the individual immigration office (I have hear reports of everything from the same day to within 1 year) so check with your office.
You may be able to apply for a 60 day visit family extension after you are married if you can get all the required paperwork together in time to apply for it before the amnesty runs out. No financial requuremrnts. Check with your local immigration office. Not sure if you can then apply the nonO in Thailand or not during the 60 day extension.
You may need to register your marriage in Thailand first if you havent done that yet (required in Samatprakan for sure, we were married in US). This requires getting you marriage cert translated into Thai and then legalizing a copy (first legalized/authenticated by your embassy and then by the MFA in Thailand, then registering with local amphur office).
