I have a local sim for data and local calls that i maintain year around. I have a Visible esim as well. Hmm. I am hoping to be able to receive texts on Visible without having to pay the 10$/pay roaming.

Are you referring to SMS from your mobile service provider or texts over a data service provider (WhatsApp, Messenger, etc.)? To my knowledge, only TM offers free SMS texts and 3G data while roaming overseas.

I have a US Visible account. When I travel to Thailand, in order to get texts from US based numbers, I have to turn on my Visible sim card. This initiates a $10/day roaming charge. How are you able to get texts free while outside the US? I have an Android phone.
