How can I contact the Thai Consulate to get my Thailand Pass after not receiving it for 10 days?

I got help from Thai Embassy in Sweden as my passport is Swedish.

Texted with them on messenger yesterday, took 10 minutes and TP received in my mailbox.

Maybe try to contact the Thai Embassy from where you going from can help.

Does the recent visa rule update in Thailand apply to foreigners with permanent residency or only to NON-O visa holders?

No it's not true.

If you come from Thailand and visiting one or more of the approved countries you will not need to stay in the country for 21 days.

Actually you can for example go to both Germany and UK for 5 days each and then get back without a problem.

You still need exactly the same paperwork and testing as all others.
