Does the recent visa rule update in Thailand apply to foreigners with permanent residency or only to NON-O visa holders?

No it's not true.

If you come from Thailand and visiting one or more of the approved countries you will not need to stay in the country for 21 days.

Actually you can for example go to both Germany and UK for 5 days each and then get back without a problem.

You still need exactly the same paperwork and testing as all others.

There is another post today, so i checked up on ministry of foriegn affairs website.

Its all long term residents as well.

Not sure where this info graphics comes from but it confuses the matter
