It's easy to go from KL to Penang by bus. Here are the apps. In Penang, it's walk-in, so try to have all documents printed. If you have more questions or need more suggestions, feel free to DM me. No worries, I’m not an a-gent or charging for information.

You can try, but I can't say exactly because in my case, I am a freelancer. In KL, they asked for some documents that, for example, weren't required in Penang. In KL, they didn’t ask about a long-term address, but in Penang, they did, so I showed my 1-year contract.
