It was via the Royal Thai Embassy E Visa site. I don't think you can apply in person anymore. It might be worth trying again later or try on a different device. Best of luck.
You will need a residency certificate from immigration. You can obtain this yourself or pay an agent (cost me 1500 baht). Bangkok Bank is probably the easiest option. Always good to take a Thai friend with you if possible. You can do this on a tourist visa as well.
On the accomodation front, you can book a cheap hostel for the first 3 months (pick one that has free cancellation policy) and cancel this once you get out of quarantine.
