It was via the Royal Thai Embassy E Visa site. I don't think you can apply in person anymore. It might be worth trying again later or try on a different device. Best of luck.

financial requirements I believe were removed about a year ago

When I applied, it took about 3 working days to get approved.

There is no longer any financial requirements for the METV visa from the UK.

You will need a residency certificate from immigration. You can obtain this yourself or pay an agent (cost me 1500 baht). Bangkok Bank is probably the easiest option. Always good to take a Thai friend with you if possible. You can do this on a tourist visa as well.

On the accomodation front, you can book a cheap hostel for the first 3 months (pick one that has free cancellation policy) and cancel this once you get out of quarantine.

I am in Chiang Mai and so used an agent here. Nearly all agents in Bangkok should be able to take care of this for similar price I would imagine.
