Did you apply with a 6 -12 month course? Staying 5 years on a short course is what is being looked at. They may give you a METV.

I think that is part of it. I had my interview in Taipei and they had my record of visa-free visits and asked about them. Another reason is that the region is most popular for fraudulent applications via agents, especially SE Asia. Although that seems to be on the decline now with the online only application.
