That's what I said. You do not need the ASQ to apply or to be approved. Once you are told you are approved you need the ASQ to physically get the CoE in your hand. What is your point?

Clearly you are confused. The application is approved first. The applicant must then book the repatriation flight and ASQ BEFORE the CoE is released to them. The travel dates and quarantine are not confirmed until CoE is approved.

At this point in time. Applications can be made to Thai Embassies or consulates. The application is forwarded to the Ministry of Foreign Affairs where entry will be granted on a case by case basis.

Just to add, once the CoE is approved, you book the quarantine and then the CoE is handed to you.

When I worked in Basrah I had to use Thai Embassy London as a British national. Maybe it has changed now but I don't think so.
