I’ve been to that consulate many times over the years. Most recently about a year and a half ago. They have always been exceedingly friendly and accommodating. The man behind the window has been there as long as I can remember. Never needed an appointment for anything and my visas (tourist and non-b) have always been ready the following afternoon. Applications should be made before 11:30.

You need an reentry permit for any status except for visas that are explicitly “multiple entry” (e.g. multiple entry tourist visa). So yes, you need one.
