I’ve been to that consulate many times over the years. Most recently about a year and a half ago. They have always been exceedingly friendly and accommodating. The man behind the window has been there as long as I can remember. Never needed an appointment for anything and my visas (tourist and non-b) have always been ready the following afternoon. Applications should be made before 11:30.

As always, spot-on advice. That's exactly how I transitioned into retirement a couple of years ago. With all the documents in order, I got it done in one visit/ same day.

As far as I know, you have to do the extension at the office where you live.

You need an reentry permit for any status except for visas that are explicitly “multiple entry” (e.g. multiple entry tourist visa). So yes, you need one.
