When is correct time to apply extension on your visa, day you supposed to travel out or the day before?

Depends on the office you are using. Some like Bangkok or Chiang Mai allow 45 days prior to your entry stamp expiring. Most allow 30 days. Some like Samui or Jomtiem will not process an extension less than 7 days.

You don't say what kind of visa so cannot accurately answer the question.

In general you can apply for an extension at most immigration offices when you have 30 days or less left.

Waiting until you're on the last day or the day before is a terrible idea.

tourist visa single entry. But my plan is I'm flying out after 89 days

then the 30 day rule still applies at most offices. But for tourism extension Jomtien office and Koh Samui office will only let you apply when you have about 1 week left.
