Do we know the earliest we can apply for an extension before our Covid extension expires?
Mine expires on March 31, I would like to get it done in the province I'm at before March 5th. Along with my 90 day deadline on March 9.

TLDR : Answer Summary
You can generally apply for a visa extension 30 days or less before your current visa stamp expires. Since your Covid extension expires on March 31, you can inquire about applying for a new extension when you file your 90-day report on March 9.
90 DAY REPORTING RESOURCES / SERVICES
Use the trusted Thailand 90 Day Reporting Service to get your in-person report done and mailed to you for as low as 375 THB (even if the online system doesn't work for you).
For immediate assistance, contact Thai Visa Centre directly via LINE at @ThaiVisaCentre or Email them.
MOST immigration offices allow you to apply for a new extension when you have 30 days or less left on your current stamp SO when you go file your 90 day report on the 9th of March ask if you can get a covid extension then or not..
