Do we know the earliest we can apply for an extension before our Covid extension expires? 

Mine expires on March 31, I would like to get it done in the province I'm at before March 5th.  Along with my 90 day deadline on March 9.

MOST immigration offices allow you to apply for a new extension when you have 30 days or less left on your current stamp SO when you go file your 90 day report on the 9th of March ask if you can get a covid extension then or not..
