I did the border run two months ago... I had recently obtained the "yellow book" and "pink ID card"....I thought this established my residence... not so..... when I went to immigration a couple days ago to obtain the 30 day extension... I was told that I had needed to do the TM30 upon my return... 800 Baht fine... plus the 1900 Baht for the extension... at least I did get my extension ..

that depends on your local immi and to where you are leaving - abroad or in Thailand - I've seen that several times in this group. And since it is supposed to be your current address I very much doubt it has to be the same address

If you retire here and continue using the Thai Social Security hospital that you are assigned to, the the pink card is a requirement. You can't remain in the SS system without.
Apply at your local district office and ask them for a list of documents needed for the yellow house book. I received my pink card together with the house book.
Different offices have different requirements. Some are straightforward, some are so difficult to deal with.
I applied first time in 2008 and was told they were too busy. I was rejected 4 times. The last time I told them that it was an absolute must, so they called me in for four meetings and 10K baht under the table.
My friends in another district had no problems and got their cards without problems.
Mind you, our office is notorious for being difficult.
Now I use it in so many places that require ID. Everything seems to run so smoothly using the card.

I don't have a yellow book but my friend does. He uses it at DLT (driving licence and car registration). My bank told me I can't open a second account unless I have yellow book, work permit or letter from my embassy π He uses his pink ID card when he goes to public hospital and gets registered as a local. The standard computer system requires a 13 digit (I think) ID card number otherwise you get registered as an alien and charged more. He also said he sometimes gets into national parks using it but not every time. So it doesn't seem to be as useless as people say.
I like my little pink card. I got it because I lost the book for my car. They insisted I needed a pink card to get a new one so i went and got one (wouldn't accept resident cert)....who knows if that's everywhere but I got it and they replaced the book with smiles.
I went round and round in circles. Then a senior looking woman in the office beckoned me over and gave me her card which said something like "Your key to accessing public services".
I called her, met her behind the office, gave her some money and returned the next day to pick up the card π

Handy for renewing driving license or registering a vehicle, avoids the need for residents cert which is good enough for me.
my friend was always particularly smug about not needing residence cert... But then when tried to renew his licence they refused to do without a certificate.. 555

You got lucky, the fine is usually bt1600 reduced from bt2000.
