TLDR : Answer Summary
The poster's landlord failed to submit the required TM30 notification upon the poster's arrival in Thailand, which presents a challenge for applying for a Non-O visa. Community members suggest the landlord should file the TM30 online immediately or provide documentation allowing the poster to file it. If the landlord does not act in time, the poster may face a fine (reported to be around 1600 baht), and some users recommend he cover the fine and deduct it from the next rental payment.

Your Landlord, unless he's been living in a cave for the last 10 years he was definitely aware of Tm30 registration, just couldn't be bothered or didnt do it for other reasons such as highlighting his own visa or tax status.
When this has happened to me, long time ago in Jomtien, I had to pay the fine of 1600,- for the landlord to get the TM30 done. I cut it from the next rental payment. If I hadn't paid, I had to come back after my landlord did.
if it’s the first time the landlord has rented to a foreigner, he/she probably wouldn’t know. Some hotel staff haven’t even got a clue what a TM30 is, and they are in an industry where they SHOULD know everything about it.
I agree if you are going to take part in something is up to the person to know all the legalities as I understand the law the land lord will have to deal with it
Ask the landlord to do it today through the online system. Or give you a signed copy of their blue book and ID card so you can file for a TM30 before you apply for your visa.
I only know of one case with Chinese owner and tenant in Chiang mai. Tenant had all necessary docs but was refused and owner had to attend, for initial tm30 to be issued. Not sure if that is general at CM Imm.
