I'm trying to get a non O visa and need to get my TM 30 form filled. The apartment I'm living at says that all I need is this form, to get my non O visa, are they right? The form in in Thai and I can't read it.

That means all you did yesterday at Immigration Office was making an appointment for 17 Aug at 11.00 hours to file all the papers needed to apply for the Non Immigrant O visa and pay the fees.
Good (y) you applied as in turned in the application, the documentation (bank letter, copies of your bank book, passport, lease etc) paid 2000baht and have a blue/green receipt that has a return date stamped on it?
Your land lord has already FILED a TM.30 for you. You're confusing the requirements for you to file it on behalf of your land lord with the requirements for them to file it online for you.
Chiang Mai requires 21 days left your stamp to apply for a 90 day Non-O at their immigration office. Most other offices (that can issue Non-O's) require a minimum of 15 days.
you need to go to the immigration office at the Promenada and make an appointment to go back and apply for a Non-O visa providing you meet the other requirements AND have at least 21 days left on your current stamp (visa exempt entry, tourist visa or a 30 day extension on one of those) :)
