Well it depends... if he booked it all together then he will stamp out there and be kept in the international section of the air port and be escorted to the domestic flight. Its a really stupid and confusing system but happened to me several times when booking international flights from chiang mai (going through bankok).

Yea, they will let him in. Getting a tourist visa shouldnt be a problem at all... Going to take a couple of days though.
