It depends of the Ch embassy, sometime you should demonstrate you are Thailand foreign resident, it depend about the "day". The thing is that there are no rules, so they might decide case by case and day by day but it is a not rather than a yes according to my point of view. I have your same thought, go to Thailand and apply for Chinese visa
