It depends of the Ch embassy, sometime you should demonstrate you are Thailand foreign resident, it depend about the "day". The thing is that there are no rules, so they might decide case by case and day by day but it is a not rather than a yes according to my point of view. I have your same thought, go to Thailand and apply for Chinese visa

Back in 2010, no, you couldn’t get a visa to China in Thailand if you’re on a tourist visa. Non-B or Non-O visa holders were allowed to apply. However, rules have been changing everywhere so it’s probably best to call the Chinese embassy in Bkk to confirm.

Back in 2017 at Chinese Embassy in BKK, they told me I had to wait at least 10 days, so I had to give up. A few months later I had to go to China again and I got it in 24 hours but I was under a Non-O Visa this time and I took my TM47 form along. Maybe something changed now so don't take this for granted.
