No. I applied for the 90 day Visa first when I was in the United States. The 90 days started when I entered into Thailand. I waited 60 days to apply for the one-year retirement Visa. When I went to immigration office within one hour I had my one year retirement Visa. Process was very easy to take care of. I also applied at the same time multi-entry Visa. That way I can visit other countries during this time

That is correct. It starts from the time you come back to enter Thailand. Your 90-day Visa cancelled when you left. You have to start all over again
