In the "Letter of company" should describe business purpose why you require "non-b" such as "surveying Thai market" or attending event, seminar, etc but not "to work for" unless you're employed to have a work permit once you're in Thailand.

During the seminar, the Thai immigration said that the rules / regulations to consider "proof of 500k Thai Baht" shall be subject to each of Thai consulate. Anyway, those who were granted DTV must update his/her 500K Thai baht upon extension.

Yes, you are right. DTV is just released in order to boost tourism in Thailand and the government wants to make sure that those tourists are able to spend in Thailand rather than those who just come to Thailand to get the jobs.

500K of Thai baht is primary condition to apply for DTV, if you cannot meet this condition, you are not qualified wherever Thai Consulate you apply.

If you register marriage with Thai oversea, you will be recorded family status in Kor Ror.2 because the District shall refer to the marriage certificate oversea that you presented to the District.

If you register marriage in Thailand, your marital status is recorded by way of marriage registration in Thailand.
