How can I obtain a one-year NON-O visa in Thailand based on marriage to a Thai citizen?

I found out that a one year multi non-o based on marriage is issued outside of Thailand if you work outside Thailand and your wife lives in Thailand. I entered on 3 month single non -o. After which you need to apply for 30 days and then 11 month multi non -o without leaving Thailand.

I thought you only had to report to immigration every 90 days, not leave the country?

What is odd is that they are willing to give non immigrant O visa if you live and work outside of Thailand. But leaving for Thailand to reside is not allowed.
