How can I switch from a Non O-A visa to a Non O visa while in Thailand, and what is the process for applying from nearby countries?

 No because you have to show proof of your "current location" so Lilley would have needed to include the Malaysia entry stamp as proof. You can start uploading to your online application while still in Thailand saving after each addition then add your passport stamp as soon as you get it and submit.
