I just bought a ticket, insurance, and 1 night stay(4000baht) at a Pattaya AQ/ASQ for Nov 11th...should i apply for the COE or wait until the 1st? IF i get the COE now, will it be valid on the 11th?

Is the 4000baht one night hotel include transport to hotel and PCR test at hotel? From my understanding they don't do PCR test at airport upon arrival
