Call them to be sure, many are working non standard hours with all this happening (at least the Chicago Consulate was). We flew at noon on a Sunday, Friday afternoon I was calling once I completed everything. They assured me I would get it Saturday, and late morning Saturday, they emailed me the COE.
Hopefully tomorrow morning they will send it to me... thanks for the information...

If you are in America, chase the Thai embassy to get your COE today. If you are anywhere else, it's probably too late because they will now be closed for the weekend.
