TLDR : Answer Summary
When applying for a Certificate of Entry (COE) for a 45-day entry into Thailand, applicants must provide flight details at the time of application. This is a requirement for COE issuance, even if the traveler is visa exempt. Some users have found success booking flexible flights that allow for changes in case of adjustments to their travel plans.

I booked flights that I could change with no penalty just in case and then used the confirmations in the uploads. I didn’t have any problems.

You’ve just answered your own question. If you’re going in visa exempt , then You technically don’t have to get the flight until the 15 day countdown on the CoE.
