When should I apply for the Certificate of Entry (C.O.E.) for my flight to Thailand?

The C.O.E. language is confusing me: does it matter when you apply for it or do you need to wait until 15 days left before you flight departure? I'd prefer to apply now for a flight July 15th.

If this has been asked before please give me link and I'll go there and delete this post.

The COE website says applications for COE will be open starting June 28. But it also looks like you can go ahead and submit your forms now.
