How early can I apply for a Certificate of Entry (COE) for Thailand?

My COE application was pre-approved last week, so I went ahead and bought my plane tickets in order to complete the COE application process.

I uploaded my plane ticket confirmation and ASQ Hotel booking and received the response that my request was rejected because its too early to apply and the rules my change. I am applying for a June arrival.

Has anyone else had this problem? How soon ahead do we need to apply?

Here is the response that I received:

Royal Thai Embassy has rejected your registration/application. Due to Too early to apply for a COE. In June, the regulations to enter Thailand may change.

Updates for COE approval: I applied on Monday. Called Consular services on Wednesday. And got approved on Friday. Hope this helps.

I applied 3 weeks before the flight and called 3 days later for progress. After several calls later they answered and said to wait for a week.

I applied one month before departure . So maybe 3 months too long .. I must admit a lot has changed in Thailand in the last few weeks

COE's are issued within 24 hours. Shouldn't need to apply more than a few days in advance.
