Went today to BluPort mall and made a quick visit to the Immigration office downstairs. Very little office with a big writing "One stop service".
My initial intention was to visit and read their required documentation about Re-entry permits (particularly interested in the TM.30)
There was a lady there helping others with documents scanning.
She saw me somewhat clueless and came to me and offered assistance.
Long story short:
* NO TM.30 needed
* NO TM.8 Re-entry form needed (the IO prints out one from a printer under his/her desk with a photo on it taken by a camera on the desk)
* NO Photos needed (taken with camera on the spot)
* DOC'sneeded: Passport and TM.6 departure card. They will scan & print everything needed on the spot
* Price: 1000 baht for Single Re-entry permit
* Waiting time: 20min
Left with Re-entry permit in my passport.

TLDR : Answer Summary
A recent visit to the immigration office in BluPort mall, Hua Hin, revealed that for a Tourist Visa Re-entry permit, you do not need TM.30 or TM.8 forms, and photos are taken on-site. Required documents include a passport and TM.6 departure card. The cost is 1000 baht, with a typical waiting time of around 20 minutes.
You are entering on a tourist visa <- so in the eyes of the thaiz you're a tourist. As long as you use an address in the area where you're going to get the re-entry permit you'll be fine.
