TLDR : Answer Summary
The re-entry permit for a non-O retirement visa can be obtained at any time before travel, with no specific advance purchasing rules. However, it is advisable to get it at least a week prior to departure. The re-entry permit fees are 1,000 baht for a single entry and 3,800 baht for a multiple entry.

There is no rule as to when you can buy your re-entry permit. It will be valid as long as the stamp you purchase it with and will expire either when you use it, or when your current stamp expires.

so if i make reentry permit and extend my visa after reentry permit.My visa expiration is changing then what happens?I should make new reentry or not?I even back to Thailand before old visa stamp expiration?

@Stelar ******
your re-entry permit is only valid for the stamp you have when you apply for it. If you get an extension after that you need a new re-entry permit. The date on the re-entry permit will be the same date as your current visa or extension.
