In country with Spouse visa. Planning to visit US for a couple of months. How far before departure can I get Re-entry Permit at 'local' Immigration. (They have been non committal for this question).

Any time. I always get a 12-month multiple re-entry permit when I get my 12-month extension. Alternatively you can get it at the airport when you leave through immigration
Am aware of the airport choice and will keep that as a choice #2. As visiting our 'local' immigration office is a significant drive but hasn't provided a direct question re "how long before . . . ".
As long as you already have the extension of stay you will exit and return to Thailand on you can buy a re-entry permit anytime you want at your local immigration office
You could have purchased a re-entry permit at the same time your extension was issued, and there's no restriction as long as you get one before you leave.
If you enter on a 90 days Non O you can get a re-entry permit at the immigration at any time or at the airport when you leave.
