I came from USA recently on tourist visa with intent to get Non O for retirement after using O-A visas for many years. Landlord is in Europe indefinitely and it seems paperwork requirements relating to where we stay are less in Cambodia and Laos. In Cambodia it takes a week so that is out but Vientiane is only a couple of days which is ok but in addition to returning to Thailand I have a trip to Cambodia in August (during 3 month period). Do I neeed and can I get an additional re-entry permit to do this ?

Not quite sure what you’re asking for the first part of your question. Once you have a non O visa you may apply for a re-entry permit and you’ll be stamped back in to its existing expiry date.
