I answered your question yesterday regarding extension on Non O and visa exemption as you wanted to stay for four months on your Non O.
I understand you ask this question because you want to re-enter later on a new Non O visa.
The best ting for you might be to apply for a one year extension of stay on your current or first Non O visa when you come now. Then you don’t have to do any border crossing to get an exemption for your last month. When you want to come back to Thailand later you just can use your one year extension of stay if you get a re-enter permit and you don’t need to apply for any new 90 days Non O visa next time, you just use your extension of stay based on your first Non O visa. As you’re from The Netherlands your embassy still offer to give you an affidavit letter to confirm your income, so you don’t need to prove this or funds in any other way for your extension of stay in Thailand.

a re-entry permit only keeps the most recent stamped stay permit alive and valid. NOTICE: It does NOT keep the "visa" valid. On Immigration, you can either buy a single re-entry permit for 1000.- THB, or a multi re-entry permit for 3800.- THB. Unless you get a re-entry, it's only one. But with a re-entry permit you can enter unlimited times.
all depends on what type of retirement visa and where you get it. A non-o issued inside Thailand doesn't allow any entries without a re-entry permit. A non-o issued outside Thailand allows one entry without a re-entry permit. A non-oa allows multiple entries while valid assuming you have insurance. LTR allows unlimited while valid...
not quite correct . . . . . . the period of the last stamped stay permit after the expiry of the visa validity of a Non-Imm-O/A visa, is WITHOUT any re-entry permit. To keep the last stamped stay permit alive, in case of an exit of the country, one needs to buy a re-entry permit. This is the period before a 1-year extension of stay gets applied and issued
If you get a multiple entry permit from immigration it’s unlimited. 3900 baht.

Retirement visa and Extension of Stay has no limits as long as you get re-entry permits before you leave and re-enter in time before it expires. There’s no restrictions on how many times you can apply for 90 days Non O (or O-A) visa either.
