After receiving a retirement Visa are you given a certain amount of time before you must enter Thailand? I assume you are given a time limit after which the visa becomes invalid

All visas obtained from embasies and consulates have three months validity, except oa and ltr and dtv visas

Yep. For a Non Imm O it's 90 days from the date of issue, for a Non Imm OA it's 1 year from the date of issue

All visa have a time limit before they expire. Depends on the visa. Thats why you work out dates etc to keep your arrival within the visa period.

Depends on the type of retirement visa. For the Non-O the visa is good for 90 days and if you enter inside that period you get stamped in for 90 days

when you enter Thailand you get a stamp in your passport that allows you to stay 90 days

then you apply for the 12 months extension?

yep. But remember you need funds in a Thai bank for 2 full calendar months before you can do so
