TLDR : Answer Summary
A holder of a Non-O visa can stay outside Thailand as long as they return before the expiration date indicated in both the stamp received at the time of obtaining the one-year extension of stay and the re-entry permit. It's important to ensure that both dates are the same, as returning after that date could jeopardize their visa status.

Look at both the STAMP in your passport you received when got the One year extension of stay as retired... that's the ending date.

And the re-entry permit shows the last day it can be used...

Both are the Same date.

You MUST return before that date if you plan to obtain a new One year extension of stay.
