TLDR : Answer Summary
To extend your Non-O visa and obtain a re-entry permit in Thailand, you need the following for the re-entry permit: a completed TM-8 form, a fee of 1,000 THB for a single entry or 3,800 THB for multiple entries, a 4cm x 6cm passport photo, and a photocopy of your passport (main page and latest entry stamp). Note that a re-entry permit does not guarantee your right to leave and return; you may also need a Certificate of Re-entry if you plan to be outside Thailand for an extended period.

No, both open depending on your type of visa

I'm going to assume you want the requirements for the re-entry permit:

A completed TM-8 form

Either 1,000 THB for a single entry, or 3,800 for multiple entry

Passport photo (4cm x 6cm)

Photocopy of passport (main page and latest entry stamp)

Having a re-entry permit *DOES NOT* give you the right to leave and return; you will need a Certificate of Re-entry, and you may be outside of Thailand for a few months.

You can also get a re-entry permit at most international airports as well. At BKK, the re-entry permit desk is open

Yes due to covid but never need certificate for regular times.

I already know the process for returning during covid.

Sorry quarantine is at company’s expense.

As you still can get re entry permit at Airport, there is wise to not get it at immigration and save 4k unless you absolutely sure you will travel soon.

No quarantine is not at a "company's" expense, it's at your expense. IF you made an agreement with a company to reimburse your expense, then that is possible.

@Benj****
can you get consecutive single re-entry permits on the same extension (ie buy one prior to flying overseas each time) or can you only get one single re-entry on each stamp?
Benjamin ******
@Adam **********
you can get as many single entry re-entry permits as you want on the same extension of stay.

@Benjamin *****
why would you need a certificate re entry permit when before I had work permit and never use a certificate of re entry.
Benjamin ******
A re-entry permit will keep your current extension of stay stamp "alive" when you leave Thailand. If you leave Thailand without a re-entry permit, you'll have to restart the process of getting another extension of stay.

A Certificate of Re-entry is a new document that exist during COVID-19 times. When you are outside of Thailand, you'll make a request to the Thai government to return due to "urgency", such as being married. Getting this certificate takes a long time (generally about a month). You must also use a government approve flight. You'll also have to quarantine at a hotel for 2 weeks, at your own expense.

Work permits give you permission to work inside Thailand, and have nothing to do with your visa.

There is not "Certificate of Re-entry". It's just "Certificate of Entry (COE)", one of requirement for all foreigners under current COVID-19.
