Can the Certificate of Entry (COE) process be started less than 30 days before departure from Canada or does it vary by country?

according to my embassy here in Canada one cannot start COE process until 30 days from departure just wondering if this is the case for all countries?

Many embassies instituted this rule when a policy change forced them to go back and change thousands of COEs they had issued well in advance.

It's good that way gives you time to situate everything 30 days prior any longer you risk things changes more likely

There is some good logic to this approach. The situation in Thailand will be changing rapidly for the rest of the year. Hopefully for the better. I can see the COE being around for at least the next year but I expect the requirements will change.

It seems from comments here that each embassy has its own rules. Some allow more than 30 others just 30.
