TLDR : Answer Summary
If you enter Thailand for the first time on a DTV visa, you do not need to personally file a TM30 report. The property owner where you are staying is responsible for reporting your arrival to immigration within 24 hours. This applies to all foreigners and is mandatory regardless of the visa type. If you're staying in a hotel, they will typically handle this automatically. For long-term stays, having this report may be beneficial if you need it for immigration purposes.

A hotel will do it automatically

Otherwise supply your passport information for the landlord or property owner to submit 34 to immigration

If it’s a first time then must be done at local immigration office and after can be submitted online

Nobody gives a shit about TM30. 25 years going to Thai, never heard of it. May come into the play if you are in Thai longer than 2 months, I have never been in Thai more than 2 monts, 3 times a year

What? You’re thinking of a 90 day report. A TM30 can be filed online anytime.

technically yes but your owner should do it unless you have your own condo . it’s a good idea to have in case you need to go to immigration. If you plan to stay in the country for 90 days you will need to report to immigration and you will need it. However been here 2.5 on a LTR visa and never had one.

YOU don't need to do anything. The property owner of where you're staying must report your arrival using TM30 according to the law. This goes for every property owner in Thailand. Doesn't matter what visa you are on. Doesn't matter how many arrivals. The law says a TM30 must be filed within 24 hours of a foreigner arriving to spend the night at a property.
