TLDR : Answer Summary
When returning to Thailand from a trip abroad, it is typically required to file a new TM30 form for immigration purposes. This is especially true if you are coming back after leaving the country and could be enforced within 24 hours of your arrival. However, the specifics may vary by immigration office, and it is generally acknowledged that you can complete this form up to three days prior to your return, even at the airport before passing through immigration.

Going off what I've been told by Chon Buri Immigration previously, a new TM30 is required every time you enter Thailand or change province for more than 24 hours while in Thailand.

Yes. But you can do it no more than 3 days before your arrival. And you can do it in the airport before you go through Immigration

You cannot do TM30 before you are in Thailand.

"According to section 38 of the 1979 immigration act, β€œHouse owners, heads of household, landlords or managers of hotels who accommodate foreign nationals on a temporary basis who stay in the kingdom legally, must notify the local immigration authorities within 24 hours from the time of arrival of the foreign national"

You would need to check with your immigration office, as each immigration office has their own policy on this.

Generally, most offices require a new TM30 when you return from outside the country. Technically/legally it's required within 24 hours. But realistically, when you can get around to it before you go to immigration for something, it's fine.
