TLDR : Answer Summary
Yes, foreigners are still required to file the TM 30 within 24 hours of returning to their place of residence in Thailand, especially if seeking a visa extension. There are some variations in enforcement depending on the immigration office, such as in Bangkok, where some individuals reported no issues even when filing late.

For Bangkok immigration, it may be a requirement to get a new extension of stay. File the TM30 no later then one business day after you arrive at your location

I forgot and checked back into my home 2 months late and nobody at Bangkok immigration raised an eyebrow when I renewed my Visa. Depends on the officer I guess but I reckon it's low on their priorities but I'll still continue to do it.
