Am I eligible to apply for a SETV from Savannakhet, Laos if I've stayed over 90 days in Thailand in the past six months?

Question about applying for SETV in Savannahkhet, Laos. I read today on an agency's website(the agency does Thai visa runs):

'Tourist Visa, apply if you stayed less than 90 days in past 6 month, show own Thai Book Bank with balance THB 20,000.- up OR print out from your Bank account from home country value USD 700.-up. OR Onward air ticket.'

I've been in Thailand for four months in the past six months: One flight into Thailand visa-exempt(30 days) an extension within the Kingdom of that visa-exempt(30 days), one border run(30 days), an extension within the Kingdom of that visa-exempt(30 days). This totals 4 months. Does that mean I don't qualify for an SETV?

Also, this 'OR Onward air ticket..' part. So if I have the THB 20,000 proof of funds in a bank statement then I do or do not need the onward ticket as well?

Any clarification about this is much appreciated.

Thanks everyone for the replies. It's looking more like the Penang option for me, but before commenting is closed I still hope to get confirmation from Amornrat. If there is a chance I can still obtain my SETV in Savannakhet, I would want to try. I really have very little history in Thailand. It's just recent. One flight in, one border run. But with extensions it gives me over 90 days in the past 6 months.

The requirements you read about at Savannakhet are true. Meet them get the visa, don't meet them don't get the visa. They have really tightened up at all the thai consulates in the area

James Miller thank you. I just wanted to confirm here that the requirement is true, as I haven't seen it elsewhere. (I have only flown into Thailand once and did only one border crossing, but with two extensions it totals 4 months in the past 6)

The proof of funds OR onward ticket is still confusing though, as I've read here many times that you must have both.
