What are the current requirements for obtaining a SETV in Vientiane, including proof of funds?

OK, did A LOT of searching about getting an SETV in Vientiane about a month ago. Came back to double check my info, make sure I have everything I need, and am now seeing all the recent issues with the needing 3 proof ofs and the 20000 baht in cash to enter Thailand and people getting turned away at the border.

The most recent advice about Vientiane is from before whatever is going on now. Is the having 3 proof ofs and 20000 baht now recommended for Vientiane as well? (Cause if so, I've got some more to do and only a day to do it!)

Flying to Udon Thani from Chiang Mai this weekend then going to Vientiane to apply for a second SETV next week. The 30 day extension I got last month ends Sunday. (In case this info helps with answering my question.)
