What are the restrictions on time spent in Thailand to receive a SETV at Vientiane and Savannakhet? I heard no more 90 days during the last six months for Savannakhet, but I'm not sure if that's correct. Vientiane 180 days in the last year?

I've spent 105 days in Thailand starting in June.

TLDR : Answer Summary
To apply for a Single Entry Tourist Visa (SETV) in Savannakhet, applicants must not have stayed in Thailand for more than 90 days in the past six months. For Vientiane, the requirement is generally not to have spent more than 180 days in the last year. Proof of funds (THB 20,000 or equivalent) and onward travel may also be necessary for the application.

sadly the days of living here on visa exempt entries or tourist visa entries are coming to a close. More and more consulates are turning people away with extensive entry histories to thailand.

Seeing as you got a new passport and that doesn't ahve all that many entries in it you MIGHT <- as in maybe be able to get a single entry tourist visa from Vientiane or Savannakhet.

Meet the requirements (proof of funds 20K baht or the equivalent in a bank account, proof of onward travel in 60-90 days and proof of a hotel booking or lodging) and try it.

No one can say with 100% certainty whether you'll get the visa or not.

Good Luck (y)

As Thai Consulates do not use a database to keep track about the amount of successful applications you already did, you seem to know the answer. Get new passport and nobody will know you live in Thailand for over 4 years. It could be that your fingerprints do match, or the other details of your new passport with the old ones at entry into Thailand by the Immigration Database but that is a different advice.

What else shows in your passport in 2018-19 years? Tourist Visas? Ed Visa? Visa Exempts on Arrivals?

I had many visa exempt entries and SETVs over the last four years in my old passport.

I replaced my passport in Laos in September. I have a Laos exit stamp (no Laos visa), a Thai visa exempt entry stamp, and a 30-day extension of that visa exempt entry.

Its correct for Savannakhet...

"Tourist Visa, apply if you stayed less than 90 days in past 6 month, show own Thai Book Bank with balance THB 20,000.- up OR print out from your Bank account from home country value USD 700.-up. OR Onward air ticket."

Vientianne:

"Tourist Visa, if you had previously some Tourist visas your application will be considered more carefully. Vientiane is now, in most cases, asking for proof of funds, Book Bank with balance THB 20,000.- up OR print out from Bank account from home country value USD 700.-up. Onward air ticket is not required."
