yes, but it doesn’t mean they will not adapt to the situation. It look a little bit strange to approve this kind of visa right now and don’t let people who are still stuck here (for any reasons) be abble to apply to this new visa. Kick out people for let them come back few weeks later, seems stupid to me.
It really look like an attempt to legally give people the possibility to stay and not doing overstay. Hope i am right lol.
Extend amnesty for 30 days + give people the possibility to apply to this new visa next month, look really logical to me. This is economically smart for them as well.
