You may have better luck if you don't arrive at Bangkok or Phuket. The smaller provinces need your money more.

No, it is not a law but it is something Immigration does. I have gotten in trouble for that. And believe me, it was much more minor of an infraction than what you are planning. I visited 7 countries in 12 months. And they almost sent me back when I came back from Hong Kong just for inadvertently being 11 days over from March 2018 to March 2019.
It helps Immigration greatly when they read our forums.

Immigration, has nearly complete discretion. That is funny because people think they have a lot of discretion to give tourists a break (maybe that was once the case) but these days Immigration IOs act as if they only have discretion how much to hassle you.
You are right about that. It isn't a law and it isn't fair that they just spring it on people. If you read all the rules, you did nothing wrong. But it is what it is. Immigration does not allow it.
