I have an extension of stay based on retirement or a so called retirement visa. If I get a new passport while outside Thailand what do I need to do on arrival in BKK? Will my stamps get transferred?

Also you will need to update your bank accounts with the new passport.
Try and get your new passport in Thailand and get new stamps at immigration. I had a new passport in 3 weeks. Same time as back home. Canadian passport. They charge me an unofficial 500 baht for transfer
I know thats why I said unofficial but the immigration office was awesome when I had a problem and they fixed it. I'm not going to complain about 500 baht when I paid 10 000 baht for my visa and multi reentry . At least I did it myself

You show both passports when you enter. No, your stamps will not be transferred at the airport. You must go to the immigration office that issued the extension in order to get it transferred.
Just make sure you get a re-entry permit if you leave Thailand
