1. When I return on June 21st, how exactly do I report arrival at my Thailand residence? Do I go to immigration and file something? (Or is this where my landlord files a new TM30 and I should get a receipt?).
2. I understand I have to do address registration before I apply for the one-year extension of stay. For clarity, this is unrelated to "reporting my arrival at my Thailand residence," correct?

Thank you, James. Because I had to leave Thailand quickly, I didn't notify my landlord (at a large condo complex) that I had to leave temporarily. I just continued to pay the rent while I have been gone. Does this cause a problem (for me or the landlord? )?
you don't need to notify your landlord. You can come and go as you please. You paid rent when you weren't there. It's what we all do, it's not special in any way but you might need to tell him you returned. He might need to file a new TM30 although I really don't understand why.
Depends on the immigration office, but most IOs require you to re-file TM30 when arrived from abroad again or you will be fined for failing to report TM30 when you have to do something at the immigration office next time (in OP's case, applying for a 1-year extension)
